PROBLEM TO BE SOLVED: To obtain a technique for burning a mixed air by totally primary air combustion in a preferable state by suppressing back fire, combustive vibrations, etc., with an all primary air burner device 100 which burns a mixed gas of a fuel gas and an oxygen-containing gas formed in a mixed gas chamber 4 by totally primary air combustion by injecting the mixed gas upon a combustion surface 3 from a plurality of nozzle holes 11 made through a combustion surface member 10. SOLUTION: The combustion surface member 10 is constituted in such a way that a platy inner combustion surface member 10a having a plurality of inner nozzle holes 11a made through the member 10a and a platy outer combustion surface member 10b having a plurality of outer nozzle holes 11b made through the member 10b are arranged in parallel with each other in this order with a height interval of 1-4 mm in between from the mixed gas chamber 4 side to the combustion surface 3 side.
