PROBLEM TO BE SOLVED: To accurately detect external air temperature even in congestion to adequately control air condition without adding a new sensor, in a vehicle having a navigation system. SOLUTION: A navigation device 6 for detecting congestion information and a vehicle position is provided. When it is determined that congestion running starts based on the information provided by the navigation device 6, a delay time is reset longer.
