PROBLEM TO BE SOLVED: To provide an economical water treating device or a water treating method using ozone together with UV rays capable of improving decomposing and removing efficiency of a subject material to be cleaned in the water to be treated. SOLUTION: A reaction tank 4 to which the water to be treated is made to flow, an ozone feed means (ozone generator 2 and air diffuser 3) for feeding ozone to the water to be treated in the reaction tank 4, a UV rays generating means (UV ray lamp and power source 100) disposed for irradiating the UV rays in the reaction tank 4 and a UV ray irradiation control means (controller 70) for alternately performing the irradiation and nonirradiation by at least more than once.
