PROBLEM TO BE SOLVED: To attempt to achieve cost down by making an apparatus compact and to prevent troubles of clogging caused by generation of dust when fly ash is treated and generation of bridges in a feed hopper, etc. from occurring by increasing amount of filling per unit volume in a treating apparatus when incineration fly ash generated in a refuse incineration facility is made harmless. SOLUTION: The fly ash recovered from exhaust gas exhausted from the refuse incinerator is compressed to make it to be high density and is then fed into a fly ash treating apparatus 6 for making it harmless to make it harmless. Making it to be high density is performed by mixing the incineration fly ash with 5-10 wt.% binder comprising an alumina cement, a coal tar pitch, a Portland cement or a quick-strengthening cement and water and pressing the mixture by means of a press 3 or pelletizing by means of a granulator.
