PROBLEM TO BE SOLVED: To provide a surface treating material for forming a film which has good drip dropping properties and is excellent in durability and a method for forming a surface-treated film with the use of the material. SOLUTION: A silica film is formed as the first layer by using two kinds of isocyanate silanes, i.e., tetraisocyanate silane and an isocyanate silane in which 1-3 alkyl groups are bonded to Si, and the second layer is formed by applying a coating solution containing a silicone compound having a terminal hydrolyzable functional group or its hydrolyzate on the silica film to obtain the surface-treated film excellent in drip dropping properties and durability.
