PURPOSE:To achieve a highly accurate metering and a small amount of control easily and at the same time to enable a device to be compact, light, and inexpensive and then a pipe to be replaced easily. CONSTITUTION:A title item is provided with an intake/delivery pipe 2 which is made by forming an intake pipe part 2i which can take in a liquid W from one edge opening 2 is and a delivery pipe part 2o which can deliver the liquid W from the other opening 2os in one piece and a piezoelectric element 3 which is added to an intake pipe part 2i. Furthermore, one electrode part which can magnetize the liquid W, preferably a positive side electrode part 11, the other electrode part which is placed at a front in delivery direction of the other opening 2os at the delivery pipe part 2o, preferably a negative side electrode part 13, a first DC power supply part 4, a second DC power supply part 14, and a control part 5 which controls power supply from the DC power supply part 4 for the piezoelectric element and that from a second DC power supply part for the electrode parts 11 and 13 are provided. |
