PROBLEM TO BE SOLVED: To provide a sheet for a floor material having excellent heel mark resistance, rubber stain resistance and weather resistance, and the floor material. SOLUTION: The sheet 1 for the floor material is formed by laminating a transparent thermoplastic resin layer 2 on an opaque thermoplastic resin layer 3, and providing a transparent electron beam curable resin cured material layer 5 on the layer 2 via a transparent primer layer 4. In this case, the layer 2 uses a thermoplastic resin having no polar group. The layer 2 and the layer 3 are each formed of a resin not containing a halogen atom.
