PROBLEM TO BE SOLVED: To perform simultaneous compression and cutting and to enhance the compression ratio and compression speed of cut wastepaper. SOLUTION: The device consists of a pressing member 16 for compressing the cut wastepaper by moving relatively to a compression chamber in the compression chamber 13 housing cut wastepaper, a discharge port which is formed at an end in a side of a compression direction of the pressing member in the compression chamber and discharges a paper cutting block obtained by compressing the cut wastepaper from the compression chamber, a pressure receiving part which receives compressive force from the pressing member in a state where the discharge port is closed at the compression and allows a compressed block to be discharged from the discharge port when discharged and a draft angle formation part 39 formed so that the cross section might spread gradually toward the discharge port in the inside surface of the compression chamber. Then, the cut wastepaper is formed to the cut wastepaper block within the compression chamber and the cut wastepaper block is dropped reducing gradually the load generated between the cut wastepaper block and the front end wall of the compression chamber in a discharge direction by the draft angle formed at the front end wall of the compression chamber.
