PROBLEM TO BE SOLVED: To provide a sheet for forming seed nursery bed, easy to set and change, made of only natural materials and thereby producible at a low cost, capable of preventing weeds from overgrowing, preventing seeds or seedlings from being taken off by birds and effectively preventing water from evaporation, and further having such certain various effects as, in particular, contribution to improving greening in urban area; and to provide a seed nursery bed formed of the sheet. SOLUTION: This seed nursery bed is such as to be formed of sheets comprising vegetable fibers and formed by compressing them to such an extent that fibers at the sheet surface can get entangled together so as to become into small pieces, and mutually interlacing the contact surfaces of an upper and lower sheets into one piece of sheet; wherein seeds or seedlings are put on the surface of the lower layer side sheet prior to laminating the upper layer side sheet thereon.
