PROBLEM TO BE SOLVED: To provide a method for manufacturing a cylindrical member for manufacturing a tire which can be employed for manufacturing a cylindrical member of a high quality for manufacturing a tire and a finished tire having a high quality, wherein handling is facilitated so as to improve work efficiency and further the strip-shaped resin layer is accurately positioned and transferred without meandering by simply imparting stiffness to a flatly deformed continuous strip-shaped cylindrical resin layer. SOLUTION: A method for manufacturing a cylindrical member for manufacturing a tire, the cylindrical member covering an inner side of a green tire to prevent a heating and pressurizing medium from directly working on a rubbery layer during vulcanization, comprises a step of inserting a strip-shaped core material 1 into a flatly deformed strip-shaped continuous thin cylindrical resin layer 3, a step of transferring the resin layer 3 with the inserted core material 1 to a rubber covering apparatus 16, a step of covering the outer surface of the resin layer 3 with a rubber by the rubber covering apparatus 16 to form a cylindrical rubber layer 4 and a step of cutting the strip-shaped resin layer 3 and the rubber layer 4 into a predetermined length to form a cylindrical member 5 composed of the resin layer 3 and the rubber layer 4 for building just one tire.
