There is provided a wrapper superior in sealing property with a semi-welded part positioned between a welded part and a non-welded part to prevent a film wrapper from thinning too much as well as a device and a method for manufacturing the wrapper. The wrapper comprises a film wrapper mainly composed of a resin with its end opening being gathered and weld-sealed through exothermic heat by super sonic vibration. The weld-sealed end opening includes a completely welded part and a semi-welded part continuous therewith.
