PROBLEM TO BE SOLVED: To decrease the storage capacity that a run-length conversion table needs to have. SOLUTION: Binary image data are taken out sequentially in the form of 8-bit pixels data row (g) and it is decided whether or not a taken-out pixel data row is all white; and the run-length conversion table composed of binary information of a white pixel number (w) and a black pixel number (b) from the head of the 8-bit pixel data row is provided and referred to when the taken- out pixel data array is not all white to find a white pixel number and a black pixel number. After the pixel data part of the obtained white pixel number and black pixel number of the taken-out pixel data row is masked in white for the remaining pixel data row of the white pixels and black pixels obtained from the taken-out pixel data row, the run-length conversion table is referred to; when the black pixel number is undetermined in the taken-out pixel data row, the black-and-white inversion is carried out to a pixel data row which is taken out next and the run-length conversion table is referred to.
