PROBLEM TO BE SOLVED: To enhance efficiency of heat exchange by making smooth the liquid flow and to cool or heat the liquid sufficiently by shortening the length of a container thereby increasing the heat exchanging passage. SOLUTION: A substantially U-shaped channel 17, when viewed from above, is defined in a container 2 by a barrier wall 16, and an inlet 3 communicating with one end of the channel 17 is made in the side plate 2a of the container 2 while an outlet 5 communicating with the other end of the channel 17 is made in the side plate 2a of the container 2 at a position lower than the inlet 3 and close to the bottom face of the channel 17. A large number of pin-like or fin-like protrusions 18 for enlarging the surface area are formed on the upper surface of the bottom plate 7 of the channel 17 and an electronic cooling element 8 is abutted against the lower surface of the bottom plate 7.
