PROBLEM TO BE SOLVED: To recycle granular improved soil being formed by adding an improvement agent and a solidifying agent to soil discharged in a large quantity from a construction field or the like and selected and having fixed strength and permeable size of approximately 13 mm or less as a permeable water retention layer for a ground or the like. SOLUTION: A fixed quantity of granular improved soil, in which strength is improved by adding the improvement agent and the solidifying agent to construction generated soil, is charged into a recessed section 2 formed in fixed depth in field soil on the construction field 1 of the outdoor ground (a) and the court, the charged granular improved soil and the field soil in a lower layer section 5 lower than the recessed section are mixed and agitated, the permeable water retention layer 6 is formed by executing rolling treatment, and surface treatment is conducted to the top face of the permeable water retention layer 6 and a surface section 7 is formed. |
