PROBLEM TO BE SOLVED: To provide a recording and reproducing device capable of recording or reproducing information with high quality without making noise of a mechanism part during recording or reproducing operation. SOLUTION: The recording and reproducing device comprises a movable time estimation part 9 for estimating a stand still period of recording on a recording medium 2 based on the difference between the speed for writing main data in a data buffer 10 and that for reading recorded data from the data buffer 10, a moving amount calculating part 7 and a moving speed calculating part 8 which calculate a control signal value for moving the recording and reproducing head 1 to a recording position away from the present position by a thread driving part 4 during the stand still period, and a system control part 5 for moving the recording and reproducing head 1 to the recording position by the thread driving part 4 over the estimated stand still period based on the control signal value calculated during the stand still time of recording the data on the recording medium 2.
