PROBLEM TO BE SOLVED: To provide concrete blocks offering excellent adhesion and, growth of aquatic animal, algae, micro-organisms, or the like from an early stage after installation of blocks, a manufacturing method for the blocks, and an artificial reef using the concrete blocks. SOLUTION: In concrete blocks made by mixing and forming aggregates and cement paste, the aggregates contain coarse aggregates having fine pores, the coarse aggregates having the fine pores are mixed on the surface of the concrete blocks, at least part of the surface of the concrete block is not covered with the cement paste, and the fine pores of the surfaces of the course aggregates and the surfaces of other aggregates are exposed.
