SOLUTION: This device is provided with a tool path sample point setting part 20 for preparing evaluation data by setting tool path sample points for evaluating the shape of the work surface of an object to be worked by virtually arranging a tool, so that this tool can be brought into contact with the work surface of the object to be worked on a path scheduled orbit, a discontinuous part extracting part 30 for extracting discontinuous parts based on the evaluation data, and a tool position data preparing part 40 having a command speed deciding part 42 for deciding a command speed for moving the tool, based on the evaluation data and a tool position deciding part 43 for deciding a tool position, so that the tool can be brought into contact with the work surface based on the command speed and the shape of the work surface. In this case, the setting of the tool path sample points and the extraction of the discontinuous parts and the decision of the tool position are performed on a real-time basis. The command speed is decided by evaluating the shape, and the tool position is decided by virtually arranging the tool, so that the tool can be brought into contact with the work surface. Thus, it is not necessary to prepare any conventional tool path data so that working quality can be improved.
