PROBLEM TO BE SOLVED: To provide a contents use charge management system and a contents use charge managing method capable of managing a contents use amount. SOLUTION: When a service provider offers enciphered contents to a user device, the user device generates a use log including a contents use charge and transmits the generated use log to the service provider. The service provider compares the use charge in the received use log with a predetermined threshold, performs electronic money balance use meeting processing, etc., of the user with respect to a clearing center when the use charge that is larger than the threshold is recorded, and stops transmitting a contents key for the user, for instance, when it is decided that the use charge can not be collected. |
