PROBLEM TO BE SOLVED: To effect operation even when the capacity of a battery is lowered at the end of the life of the battery. SOLUTION: A control means 16 is operated through an operation button 22 to drive a geared motor 14 of a cutoff valve 8. Then, an ignition device 12 is operated and a solenoid valve 3 is also operated. Thereafter, a voltage comparator 19 compares a battery voltage obtained by a battery voltage detector 40 with a threshold. When the battery voltage is lower than the threshold, an ignition retrying means 20 is operated and the valve 3 is switched off while the opening operation of the valve 8 and discharging operation of the device 12 are continued. Upon receipt of the signals instructing that the valve 8 has been fully opened, the valve 3 is reoperated for comparison of the battery voltage with the threshold by the comparator 19. When the battery equals to or above the threshold, gas is combusted to continue the driving of a water heater. Thus, power consumption is dispersed, not converged, and hence the life of the battery is elongated.
