PROBLEM TO BE SOLVED: To provide a cleaning blade which is formed by using a polyurethane elastomer and having cleanability suitable for small-diameter toners. SOLUTION: This cleaning blade for the small-diameter toners contains the polyurethane elastomer which is obtained by bringing (a) a polyisocianate component, (b) a high-polymer polyol component and (c) a low-moleculate polyol component into reaction and has repulsive elasticity of >=60%.
