PROBLEM TO BE SOLVED: To restore an image even when there is caused an error without greatly lowering the compressibility of MMR. SOLUTION: When compression is carried out by the MMR, the compression is carried out (S1) while assuming that reference data are all white. Normally, the compression is carried out (S2 to S5) up to a page end according to data of previous lines as reference data. In specific line cycles (S6), 12 successive 0's are inserted (S7) between lines of the compressed data. The 12 successive 0's are a pattern with the minimum bit length of a code array which never appears in the MMR compression. The line right after the 12 0's are inserted is compressed while it is assumed that reference lines are all white similarly to the 1st line.
