PROBLEM TO BE SOLVED: To provide a device and a method for converting a reproducing speed in which no large capacity is required in an output data accumulating section and an output delay effect is realized even though input acoustic signals exist in many channels and the signals have a high sampling frequency. SOLUTION: A speech speed converting section 5 computes acoustic frame signals s6 which are speech speed converted in accordance with a speech speed conversion rate s4 and have a constant length. An acoustic frame signal coding section 13 conducts a coding of the signals s6 that are computed in the section 5 and have the constant length so as to generate coded data s10 in which the amount of data is reduced. An output coding data accumulating section 11 accumulates the data s10. An acoustic frame signal decoding section 14 decodes the coded data read from the section 11 and computes output acoustic frame signals s9 having the constant length. |
