摘要 <p>PROBLEM TO BE SOLVED: To provide an electrostatic charge image developing toner having excellent electrification property and little dependence on the environment even when the toner has a small particle size, and to provide a method of manufacturing the toner, an electrostatic charge image developer and a method of forming an image. SOLUTION: In the electrostatic charge image developing toner containing a binder resin and a coloring agent, hydrophilic polar groups are present on the surface of toner particles and the content of alkali metals on the surface of the toner particles measured by XPS is <=0.7% to the total amount of carbon and oxygen. The ratio CGS'/CGS" of the charge amount CGS" in a high temperature and high humidity environment to the charge amount CGS' in a low temperature and low humidity environment is >=0.30, and CGS" satisfies the relation of CGS">=-3.0×(proportion % of alkali metals)+4.5. The toner is obtained by the method of manufacturing, and the toner is used for the electrostatic charge image developer and a method of forming an image.</p>
