PROBLEM TO BE SOLVED: To inexpensively and accurately distinguish a crossing pedestrian on the road from the other passers, a fixed obstacle, etc. SOLUTION: A processing part 14 of this crossing pedestrian detecting device 10 controls an ultrasonic wave transmitting part 18 so as to transmit ultrasonic waves within a sensing area via an input-output transformer 20 and an ultrasonic transmitter-receiver 22. Reflection waves reflected by hitting against an object within the sensing area are caught by the transmitter-receiver 22 and are received by an ultrasonic wave receiving part 24 via the transformer 20. The part 14 detects where the object exists within the sensing area by performing arithmetic processing on the basis of transmission and reception waves. When the object exists, whether or not the object stops >=2 seconds within the area of a fixed range is decided, and when the stopped object further stays in the same state >=5 seconds, the part 14 attempts not to detect the object as an object by defining the object as a fixed obstacle. Unless the object is a fixed obstacle, the object is recognized as a crossing pedestrian being a sensing target to perform target detection processing.
