PROBLEM TO BE SOLVED: To perform smooth, reliable, and efficient soil improving treatments even if earth and sand in any condition or state are supplied to a treating mechanism part and to prevent the oversupply state of a mixed material in the introducing part of the treating mechanism part. SOLUTION: The end part of a material transferring conveyer 10 to transfer earth and sand from an earth/sand hopper 20 and a soil improving material from a soil improving material hopper 30 is connected to the introducing opening 62 of a mixing container 60 in the mixing treating mechanism part 4, and the sand, earth, and soil improving material are transferred and discharged from a discharge opening 63 as being agitated and mixed by a paddle mixer 64. The paddle mixer 64 is driven by an oil hydraulic motor 70 for agitation and mixing, and the material transferring conveyer 10 is driven by an oil hydraulic motor 102 for transferring. When the load of the oil hydraulic motor 70 is increased to lower its number of rotations, the amount of supply of the mixed material by the material transferring conveyor 10 is correspondingly reduced to set the amount of supply of the mixed material in the mixing container 60 in such a way that it is not oversupplied.
