PURPOSE: A vehicle safety system for pedestrians is provided to prevent the secondary collision of a pedestrian with a front part of a vehicle when the pedestrian first collided with the vehicle by forcibly restraining the pedestrian, thereby promoting the safety of the pedestrian. CONSTITUTION: A vehicle safety system for pedestrians includes a collision sensing element for sensing whether a pedestrian collides with a front part of a vehicle or not, a control element for outputting a control signal for forcibly restraining the pedestrian when the collision of the pedestrian with the vehicle was sensed, and a forcible restraining element for forcibly restraining the pedestrian in front of the vehicle according to the control signal, wherein the forcible restraining element includes a receiving part formed in the front part of a vehicle, a net(34) incorporated in the receiving part and a propulsive force generating part(36) for applying the propulsive force to the net.
