PROBLEM TO BE SOLVED: To suppress lowering of the discharging quantity of a secondary battery. SOLUTION: A schedule charge starting time is waited at step SP1 and a decision is made, at step SP2, whether discharge was performed previous day or not. If discharge was performed previous day, schedule charge is performed at step SP3 and a decision is made, at step SP4, whether charge has completed or not. If charge has not completed, schedule charge is performed again at step SP3. If a decision is made, at step SP5, that the temperature of a secondary battery 3 is not lower than a specified level, a decision is further made, at step SP6, whether a limit time for performing auxiliary time has reached or not and a decision is made again at step SP5 if the limit time has not reached.
