PROBLEM TO BE SOLVED: To provide a control system, which eliminates the complications of the resetting operation of a laser reference face in a ground leveling operation and which prevents generation of errors in the resetting operation. SOLUTION: The control system is composed of a plurality to rotating laser devices 1, which rotate and irradiate laser beams and which form the laser reference face. The control system is composed of a surveying device 10, which measures the positions of the rotating laser devices. The control system is composed of an execution operating device which controls and operates the execution operation of a construction machine 2, on the basis of the laser reference face. The execution operating device is provided with a light-receiving sensor 7, which receives the laser beams from the rotating laser devices so as to form reference positions. The execution operating device is provided with a GPS 107, which detects the position of the construction machine. The execution operating device is provided with a transmission means, by which the detection result of the GPS is transmitted to the surveying device. The surveying device is provided with a transmission means 103, by which data about the reference face to be found on the basis of a measured result and on the basis of the detection result of the GPS, is transmitted to the rotating laser devices. Since the rotating laser devices are provided with receiving functions, the construction machine conducts execution work, while the laser reference face formed by the rotating laser devices on the basis of the data is used as the reference.
