PROBLEM TO BE SOLVED: To provide a monitor which is hardly affected by environment change, drastically reduces labor and time needed up to displaying a desired sensing and detection function and can perform sensing and detection with accuracy higher than that in the conventional practice. SOLUTION: A central processing part 100 calculates illumination distribution within the image pickup area of an ITV camera 10 from the detection results of illumination photometers 21 to 2n and an image signal from the camera 10, decides whether the image pickup area of the camera 10 is in a state suitable for photographing from the illumination distribution, controls the illumination of a place unsuitable for photographing by controlling lighting equipment 60 in the case the camera 10 is not in a state suitable for photographing, makes an image processing part 30 apply image processing following prescribed algorithm on the image signal photographed after the control, counts the number of passing vehicles, detects the speeds of the passing vehicles and decides congestion occurrence or the like on the basis of the image signal obtained by the processing.
