PROBLEM TO BE SOLVED: To provide a magnetic recording medium, having a protective layer with no extreme increases in a film thickness in the inner peripheral part of a substrate, and to provide its manufacturing method. SOLUTION: In the manufacturing method of a magnetic recording medium designed to provide a protective layer for protecting a magnetic recording layer by a plasma-CVD method, regarding a magnetic recording medium semiproduct formed by laminating a Cr-containing non-magnetic substrate layer on an annular nonmagnetic substrate by sputtering, and a Co-containing magnetic layer, the magnetic recording medium semiproduct is disposed between two electrode plates, and the protective layer is formed, while the two electrodes have a center pole in a position corresponding to the magnetic recording medium semiproduct.
