PURPOSE: A method for controlling a buffer in a traffic controller in a switch system is provided to improve QoS(Quality of Service) of a service with a low priority by variably controlling the buffer according to each class. CONSTITUTION: A uniform bandwidth is assigned for securing a minimum QoS to a service with a UBR(Unspecified Bit Rate)(S1). The number of monitoring of each class buffer is determined according to each size of the assigned uniform bandwidths, and each class buffer is periodically monitored according to the number of determined monitoring(S2). It is checked whether a cell exists in a current monitored buffer(S3). If the cell does not exist in the current monitored buffer, a next class buffer is checked(S4). If the cell exists in the current monitored buffer, a scheduler reads the cell stored in the class buffer according to a set bandwidth and multiplexes the read cell to output the multiplexed cell through an output link(S5).
