PROBLEM TO BE SOLVED: To provide an electrostatic charge image developing toner and an electrostatic charge image developer showing excellent developing and transferring performance and excellent performance stability and high reliability for high picture quality, and to provide a method of manufacturing them and a method of forming an image. SOLUTION: The electrostatic charge image developing toner has <=1.27 grain size distribution index GSDpS in the small diameter side in the number distribution of the particle size. The GSDpS is defined by GSDpS=D50p/D16p, wherein D50p is the particle size of the particle corresponding to 50% accumulation in number in the distribution of the particle size and D16p is the particle size of the particle corresponding to 16% accumulation in number from the smaller particle size in the distribution of the particle size.
