SOLUTION: Contents distributor side devices 1 and 2 transmit attribute information including information for specifying purchase object contents and the information for specifying a contents distributor and a purchaser to an ID issuance center side device 4. Receiving it, the ID issuance center side device 4 generates an ID number which is a unique number and registers the ID number to an ID number data base 41 corresponding to the attribute information. The generated ID number is buried in purchase object contents data as watermark information and distributed to the purchaser of the contents by utilizing the communication.
