PROBLEM TO BE SOLVED: To provide a burner which has an inexpensive structure and can surely reduce NOx. SOLUTION: This burner 1 is constituted to recirculate exhaust gas by forming a plurality of main air jetting ports 14 for dividing flames in air nozzles 13 extended to the downstream side of a flame stabilizer 94 and to perform two-stage combustion by making the air ratio on the central side of an outer pipe member 12 smaller than that on the outside of the member 12 by surely suppressing the amount of combustion air blown from the flame stabilizer 94 by setting the ratios of the areas of the main air jetting ports 14 to those of small holes 15 at <=0.3. Consequently, the effects of divided flame combustion, exhaust gas recirculating combustion, and two-stage combustion can be obtained with one burner 1 and NOx can be reduced surely. In addition, the structure of the burner 1 is simple, because no other parts than the cylindrical air nozzle 13 are required.
