PROBLEM TO BE SOLVED: To remove the distortion of a tile boundary in the compression/ expansion system of a wavelet base. SOLUTION: Respective tiles divided by a tiling block 901 are separately compressed by a compressor 902. An expander 1003 expands the compressed tile and performs de-tiling for removing the distortion of a tile boundary by using nearby information. The expanded tiles are recombined into one picture.
