PROBLEM TO BE SOLVED: To enable a separate monitor controller to back-up communication to a central monitor control unit, even if communication between any of first monitor controller to an n-th monitor controller and the central monitor controller is invalidated due to trouble of a communication line network. SOLUTION: When a trouble is generated in a communication line network 4 or the like, and the transmission and reception of control data and monitor data between any of a first monitor controller 2a to the n-th monitor controller 2n and a central monitor control unit 3 is made invalid, the monitor controller, capable of performing normal communication with the central monitor control unit 3, is selected from among the first monitor controller 2a to the n-th monitor controller 2n, and is allowed to operate the back-up processing of the monitor controller which becomes incapable of normal communication with the central monitor control unit 3.
