PURPOSE: An apparatus and a method for detecting a hook-off of a WLL is provided to connect a general telephone with an RIU(Radio Interface Unit) without a memory for storing a dial signal and a call button, sense the hook-off and a flash, and transmit the dial signal. CONSTITUTION: The first counter of a timer unit starts an up-count by the control of a control unit(S110). The control unit controls a photo sensing unit for judges whether a previous status of a line or a path connected with a telephone is a low level(S120). If the previous line status is the low level, the control unit judges whether a current line status is a high level(S130). If the current line status is the high level, the control unit judges whether a previous hook status is a hook-on state(S140). If the previous hook status is the hook-on state, the control unit recognizes a current state of the wire telephone as a hook-off state to perform a corresponding control so that a main control unit recognizes the current state of the wire telephone as the hook-off state(S150). The control unit transmits a dial signal provided from the wire telephone to the main control unit(S160).
