PROBLEM TO BE SOLVED: To eliminate insufficient illuminance at a vicinity area directly under a device by making the illuminance distribution on a surface to be lighted uniform and reduce glare in facing a luminous surface by making a distribution of light quantity on the luminous surface uniform. SOLUTION: This device is provided with a flat plate shaped light guide body 2, a print pattern 6 arranged behind the light guide body 2, a white plate 7 arranged behind the print pattern 6, a light source 3 arranged at both of a left and a right end parts of the light guide body 2, and a reflector 4 covering around the light source 3 and having an opening in a direction of an end surface of the light guide body 2. A relation of a height b of a luminous surface against a depth a of a surface to be lighted is 3a>b>0.7a and a projection c of a lower side of a frame surrounding the light guide body 2 from the luminous surface is 0<=c<25 mm. The luminous surface is arranged at the same position as a wall and is inclined from a perpendicular condition to a side of the surface to be lighted by 0 deg.<=e<=30 deg.. The print pattern 6 has light scattering patterns of different shapes in a left and right direction and an upper and lower direction of the luminous surface.
