An efficient water turbine and having a venturi shaped tubular flow chamber with an outer wall open at its top end and bottom ends and narrower at a lower point , a central axial guide body within the chamber, angled guides vanes in the chamber extending from the guide body to the chamber wall for guiding water flowing downwardly and causing it to spin into a vortex, a rotatable runner body located below the guide vanes, and, a plurality of blades on the runner body angled to catch water flowing off the vanes. Also disclosed is a hydro electrical generator installation having a water flow passage and a roof and a floor and a tail race below the floor, with a generator above the roof, a turbine in the water flow passage and extending through the floor, and a method of generating electricity from wat er flows using such a turbine, and the use of a dam , gate, and penstock , and a flow regulator in the turbine to maintain a constant head of water for operation of the turbine. Also disclosed is a method of generating electricity, and varying t he water flow through the turbine to regulate the frequency of the electricity generated.
