The programming device (1) has an adapter (19,20) for connection to a controller (7,8) for changing the value of a memory for comparison with a code for driving a locking device. The adapter can be connected to a portable, programmable transporter (13) with a memory (15) containing the data to be placed in the controllers's memory (11,12) and an interface (17) to a data management computer system (14).
