When 'Device 1 and Temperature adjuster 1' are input in a column of the tag name of the register table 9, a retrieval unit 6 retrieves an ID code 'T' corresponding to the 'Device' from the dictionary file 1, and also retrieves the ID code 'TIC' corresponding to the 'Temperature adjuster'. The tag number preparation unit 7 couples the ID number '1' designated for the 'Device' with 'T' to form 'T1', and couples the ID number '1' designated for 'Temperature adjuster' with 'TIC' to form 'TIC1', and couples these formed ones with each other to prepare a tag number 'T1TIC1'.
