PROBLEM TO BE SOLVED: To provide a waste water treating device of simple structure capable of being miniaturized and by which a series of operations, e.g. separation of water molecules from suspended molecules, flocculation, decolorization, sterilization and decomposition of chemical substances, are preferably performed in one treating tank. SOLUTION: A high-voltage pulse impressing electrode 1 and a counter electrode 2 are arranged close to each other. When a high-voltage pulse if >=(10-15) kV/cm is impressed on the electrode 1, a discharge is generated between both electrodes as a result of short-circuiting, and specified water treatment such as separation and flocculation is conducted by utilizing an impulse wave resulting from the discharge as a first advantage of this invention, and further the waste water is electrolyzed to generate bubbles 13 in the waste water as a second advantage.
