PROBLEM TO BE SOLVED: To obtain a highly durable anti-fogging composition having an excel lent water retention property by uniformly dispersing ultra-fine particles of a non-reactive oxide, an anti-fogging coating agent and an anti-fogging coated film. SOLUTION: The anti-fogging composition comprises a composite oxide obtained by heating a sol solution synthesized from a metal alkoxide and the non-reactive oxide ultra-fine particles in the presence of a strong acidic catalyst. Here, the matrix-forming metal oxide content is from 30 to 60 wt.%, and the non-reactive oxide ultra-fine particle content is from 40 to 40 wt.%.
