PROBLEM TO BE SOLVED: To control a front winch motor and a rear winch motor driving a front winch and a rear winch moving a suspended load upward/downward so as to synchronize their rotational speeds with each other for stably lifting/ lowering the load. SOLUTION: A control pressure obtained from high pressure selection between a high pressure selected pressure between an inlet pressure and an outlet pressure of the front winch motor 1a and a pilot pressure by means of a shuttle valve 4b is inputted to a rear side servo valve 51 so as to control a rotational speed of the rear winch motor 1b, while a high pressure selected pressure between an inlet pressure and an outlet pressure of the rear winch motor 1b and a control pressure obtained by high pressure selection by means of the shuttle valve 4a are inputted to a front side servo valve 50 so as to control a rotational speed of the front winch motor 1a, and consequently, the rotational speeds of the front winch motor 1a and the rear winch motor 1b are synchronized with each other.
