PROBLEM TO BE SOLVED: To provide a method for efficiently decomposing and detoxifying the dioxins adsorbed to the soil and incinerated ash discharged from an incinerating device, etc., of city waste and industrial waste and contaminated with the dioxins and to the suspended matter in the water without spending considerable equipment and operation expenses. SOLUTION: The dioxins adsorbed to the soil, the incinerated ash and the suspended matter in the water are decomposed by allowing the dioxins to bring into contact with a microorganism and/or an enzyme under the presence of an organic solvent.
