PROBLEM TO BE SOLVED: To provide an artificial fish reef capable of facilitating the inhabitation and attachment of various kinds of fishes and shellfishes, and seaweeds. SOLUTION: This artificial fish reef is obtained by kneading silica obtained by reacting sodium silicate with sulfuric acid by a sedimentation method, with a synthetic resin curable with a curing agent, to prepare a high molecular binder (11) having a viscosity regulated to an adequate prescribed value, kneading the obtained binder (11) with a pulverized product (10) of various kinds of shells, forming and solidifying the kneaded product by using a mold (12) to provide shell-molded bodies (A) in flat board shapes, integrally forming a base (B) for installing the shell-molded bodies (A) in the sea, out of a polygonal base frame (13) of hollow rectangular steel, and rail-shaped supporters (14) of channel-shaped steel, stood on the base frame (13) as a group of pairs facing to each other, and detachably inserting the shell-molded bodies (A) between the respective facing pair of the rail-shaped supporters (14) in the installing base (B).
