PROBLEM TO BE SOLVED: To provide a device for inserting spool assembly for control valve capable of easily inserting an upper sleeve and capable of corresponding to two or more kinds of control valves having a different insertion dimension. SOLUTION: A control valve is provided with a shrinking means 9 for shrinking an O-ring 5 from the outer peripheral side to the inner peripheral side, a pushing means 10 for pushing a spool assembly 1 into an insertion hole 6a through a cylindrical member, and a position regulating means 11 for hindering the lowering of the pushing means 10 when an upper sleeve 3 is inserted into the predetermined height position over the insertion hole 6a. This position regulating means 11 is formed of a flange part 17b formed in an upper end of the cylindrical member 17, and a spacer member 20 having the predetermined thickness and a cutout part 19. The spacer member 20 is interposed between the flange part 17b and the shrinking means 9.
