PROBLEM TO BE SOLVED: To solve a problem of taking much time to receive high temperature circulating water from a heat exchanger 2 since combustion equipment 1 is provided so as to start burning in a state of the heat exchanger 2 conventionally filled with circulating water. SOLUTION: In a discharge port 14c in the lower part of the heat exchanger 2, an electromagnetic open/close valve 18 opened at a combustion stop in the combustion equipment 1 and emptying inside of the heat exchanger 2, and closed at a combustion start and setting the heat exchanger 2 to a state of receiving the circulating water. The circulating water pump 17 is provided so as to start operating after starting the combustion equipment 1 and elapse of preheating period to supply the circulating water into the heat exchanger 2. After starting the combustion equipment 1 and before elapse of the preheating period, inside of the heat exchanger 2 is emptied, thereby it is heated to high temperatures rapidly. After elapse of the preheating period and at supplying the circulating water into the heat exchanger 2, the heat exchanger 2 becomes high temperature, thereby the temperature of circulating water supplied in the heat exchanger 2 rises rapidly. This reduces the time for supplying the high temperature circulating water from the heat exchanger 2.
