PROBLEM TO BE SOLVED: To embody the simple supply of IDs and cipher keys to an electronic distribution system using ROM disks by providing bit parts with DRAW regions (BCA) overwritten with bar codes and previously discretely recording the IDs varying with each of the disks and if necessary, cipher keys for communication and decryption keys for decryption key ciphertext for communication at the time of production in BCA. SOLUTION: A first cipher 805 encrypting a content 777 by a cipher encoder 803 using the first cipher key 802 is modulated by a 8-16 modulator 917 and is recorded in the first recording region 919 of the master disk 800. The one-side disks 809a and 809b are formed by molding machine 808a and a reflection film forming machine 808b using this master disk 800 and are bonded by a bonding machine 808c, by which the finished disk 809 is obtained.
