PURPOSE: A solidifying stabilizer composition for producing hardened cement to treat heavy metals in wastes(ash, coal, sludge, etc.) is provided to increase strength of hardened cement greatly and prevent elution of heavy metals. CONSTITUTION: The composition comprises 100-200g of NaCl, 500-800g of Na2CO3, 50-150g of NaAlO2, 20-50g of FeCl3, 50-150g of KCl or CaCl2, 50-100g of NaNO3, 30-100g of Na2SO4, and 200-500g of melamine resin, sodium sulfonate, lignin sodium sulfonate or mixture thereof, based on 10L of H2O. The hardened cement contains 2-6wt.% of solidifying stabilizer and less than 30% of water, based on the amount of cement.
